North-Eastern Victoria Line

Apart from the Kinglake Ranges just north of Melbourne and the Victorian Alps which are easily avoided, north-eastern Victoria is mostly flat, and ideal territory for fast-railway construction. The existing North-East Railway Line is highly suitable for upgrading, requiring few deviations to achieve a 300km/h+ alignment.
